The City of Fort Smith Pretreatment Program is responsible for monitoring wastewater discharges from local industries to the City’s Publicly Owned Treatment Works (POTW). The City is required to have a Pretreatment Program as a condition of the Massard Wastewater Plant’s National Pollutant Discharge Elimination System (NPDES) Permit. The goal of the Pretreatment Program is to prevent harmful wastes that could damage the sewer collection and treatment system, cause treatment upsets, cause violations of the NPDES Permit, or be a threat to the environment and human health and safety.
In June 2017 the City’s Pretreatment Program underwent a program audit conducted by the Arkansas Department of Environmental Quality (ADEQ). These audits are conducted every two to three years, and this year’s audit was performed by both the local ADEQ inspector and State’s Inspection Supervisor. The results of the inspection were received on June 29, 2017, with a finding of no violations. Additionally, the inspection report stated:
“The City has developed a quality pretreatment program and implements it in a very structured and thorough manner.”
And;
“The City’s pretreatment program is exceptional and stands as a quality example for others.”
During the same week, The Massard Wastewater Plant also underwent a program audit conducted by ADEQ inspectors. Again, the inspectors found no violations during their inspection. The ADEQ Inspection Report stated:
“The facility is well maintained and well operated. Plant personnel were knowledgeable of the facility and continuously monitor the treatment components and adjust immediately as necessary to produce high quality effluent.”
The City of Fort Smith would like to recognize the outstanding work of the Pretreatment Staff and the Massard Wastewater Plant Staff who worked with inspectors and each other to achieve a clean compliance inspection. Additional recognition goes to the Pretreatment and Treatment staff and operators whose daily work consistently makes these programs successful.
